EU Commission: Strategy for the Rights of Persons with Disabilities 2021-2030
On March 3rd the European Commission presented its Strategy for the Rights of Persons with Disabilities 2021-2030. This ten year strategy builds on the preceding ‘European Disability Strategy 2010-2020’, contributes to the implementation of the European Pillar of Social Rights, and supports the implementation of the United Nations Convention on the Rights of Persons with Disabilities by the EU and Member States at both national and EU level.
The new Strategy outlines key initiatives on three main themes:
1. Enjoying EU Rights
Persons with disabilities should enjoy all rights on an equal basis with others, notably when moving to another Member State or participating in political life.
2. Decent quality of life and living independently
Independent living, quality social and employment services, accessible and inclusive housing, participation in lifelong learning, adequate social protection and a strengthened social economy are indispensable for decent living for all persons with disabilities.
3. Equal access and non-discrimination
Persons with disabilities have the right to protection from any form of discrimination and violence, equal opportunities in and access to justice, education, culture, housing, recreation, leisure, sport and tourism, and equal access to all health services.
The Strategy identifies the barriers faced by persons with disabilities in accessing information, products, services and housing, and the impact the COVID-19 pandemic has had on persons with disabilities.
The Strategy sets out the European Commission’s flagship initiatives and deliverables to be implemented over the next 10 years to make Europe barrier-free.
